Scope and method
This report consolidates the Observatory's monitoring from October 2025 to September 2026. Field monitors, the trial monitoring unit and open-source verification contributed 214 recorded incidents across all seven flagship centres.
Every incident was reviewed by a second monitor before inclusion. Where identities could expose a source, records were anonymised by design.
Headline findings
Civic space continued to narrow. Detentions of journalists and defenders rose sharply during legislative debate on the draft NGO bill, and prior-authorisation practice continued to prevent most independent assemblies.
Encouraging signs sit alongside the concerns: legal aid coverage expanded, and 36 persons were released following rapid-response intervention — the highest annual figure HRV has recorded.
Recommendations
HRV recommends revising the draft NGO bill against international association standards, ending prior-authorisation refusals in practice, and ensuring remand periods respect statutory limits.
The report also calls for systematic protection of defenders and for publication of access-to-information compliance figures by all public bodies.
