A year of systematic observation
Between September 2025 and July 2026, HRV trial monitors observed 40 hearings in five courts, applying the same ten-criteria framework in every session.
Observation is systematic, not selective: dockets are chosen by published criteria and notes are verified by a second monitor before findings are published.
What the hearings showed
Routine proceedings generally met fair-trial criteria. In politically sensitive dockets, however, partial file disclosure, repeated adjournments and restricted observer access recurred.
The pattern matters most where custody is at stake: every adjournment in a pre-trial detention case extends the restriction of liberty.
Recommendations
HRV recommends enforceable disclosure deadlines, published hearing schedules, and a standing right of observation for accredited monitors, including in military courts.
