Communities and concessions

This report documents how communities adjacent to mining concessions in the Western Province experience consultation, compensation and grievance processes.

Researchers conducted 61 interviews across four districts between January and April 2026.

Findings

Consultation frequently occurred after decisions were made; grievances were routed to head offices without response; and information about environmental monitoring was not shared in accessible form.

Where remediation agreements existed, communities could not verify their implementation.

Recommendations

HRV recommends site-level grievance mechanisms with published response times, consultation before approval of any concession modification, and community-verifiable environmental reporting.
